You asked: Prior to the contract expiring the union submits to the membership a survey asking what issues are important to them. When is the union required to publish the survey results to the membership?

This is governed by Local 111’s Bylaws. Specifically, Bylaw 14. I have cut and pasted the relevant portions of the Bylaw:
14.03
In year one (1) the Bargaining Committee shall meet within ninety (90) days of being elected to review the previous bargaining records. A second meeting shall be convened to collect and collate any data submitted for year three bargaining. In year two (2) the Bargaining Committee shall meet a minimum of quarterly to prepare a survey, collect and collate any data submitted by the membership and any other sources.
14.04
A Membership Survey for Bargaining shall be ready for the year two (2) spring sign up. The results of said survey shall be posted after Bargaining is concluded.
